If you bought your flat under Right to Buy, it may no longer be “council housing” in the everyday sense - but your council can still be your freeholder, responsible for major works and service charges, exactly the situation a Section 20 notice usually comes from. Some councils have transferred their housing stock to a housing association or ALMO, in which case that organisation is now your actual landlord instead - we note this wherever we found clear evidence of it.

Where we couldn’t confidently verify a detail, we left it out rather than invent one.
